How can the externalUserState be accepted while both LastSignInDateTime and LastNonInteractiveSignInDateTime have no value?

ExternalUserState LastSignInDateTime LastNonInteractiveSignInDateTime

Doesn't the invitee sign in when accepting the invitation?

Microsoft started populating those properties few years back (2021 if memory serves), so any user that has last authenticated before that will show a null value. That also applies to internal users.
