Exchange Problems Event ID 4999 and Event ID 1325

I have an Exchange 2016 server with CU23 (3/2023) (Physical Server)

We started having issues with our cisco unity server and MWI syncing after working with Cisco TAC, they suggested we look into our exchange server and now I have gone down a rabbit hole. 
I keep seeing the errors below repeatedly. I have mostly found an issue related to a Feb 2023 update which references the same error (4999) but with an issue with BlockedDeserializeTypeException. Other than that I can't really find information. I have several forum posts that suggest uninstall Exchange web services manage api 2.2 Not sure what that would do to my server. I appreciate any help! Errors listed below.
