Single Exchange 2019 host with send connector to Trend Micro HES.
Objective: To increase Organization and all users' message size limit to 25MB.
We have increased the Organizational, send connector and particular users' mailbox message size limit to 25MB. Restarted Exchange services and server.
Unfortunately, when we tried sending emails with attachments of more than 10MB or < 25MB, we received an undeliverable message. The error saying "Your message wasn't delivered to anyone because it's too large. The limit is 10 MB. Your message is 11MB. The following organization rejected your message: xxx.hes.trendmicro.com".
FYI, TM HES default message size limit was 50MB. Based on the message analyzer tool, the email seems to be still rejected by our Exchange server itself!
Hope the experts can point us in the right direction and resolve this matter.
