Ribbon Command list filter

I don't see the filter for the command list in the Options dialog when customizing the Ribbon, etc.

Most commands have associated commands with a different name, so they are spread throughout the list,  e.g. Define Print Styles and Print. 

There are too many commands to not have a filter.

Why do Microsoft coders ignore obvious improvements like this?

When developers use their own tools, they improve them!  Since Microsoft developers don't improve things like this, they clearly don't use the ribbon bar... what do they use? Word Perfect?!
