filter in SQL

Hello, 

I have simple Table in SQL, Every row and column is filled, but when I am trying to filter base by one of the column, is returs 0 rows. Althougt there is the meaning I am searching on. 

What may be problem?

Please post table design as DDL, some sample data as DML statement and the expected result.
