When files moved from the filesystem to SharePoint using some migration tool, Author and time stamps will be preserved.
In this case, the flow does not run on the files which are moved to the SharePoint library where the flow is active.
I have noticed it is due to created date as I created a file in the file system and moved with the tool in this case flow ran on that particular item.
