I need help setting a rule or a flow that preforms the following:  If column A contains the value "submitted" but column B is blank send an email every 3 days.

I'm rewording my question. I need help setting up a flow that preforms the following: If the Status column contains the value "submitted" but the last modified date is 3 or more days prior send an email notification.
