What's the technical reason on why WCF isn't supporting user/group based policy

Hi Team,

I have a query about the WCF(Web Content Filtering) and DLP Endpoint specifically the way the policy works. 

WCF works based on Device where we need to add the devices into scopes. Endpoint DLP works based on Users/Groups. What's the technical reason for WCF not supporting User specific policies and how is it possible for Endpoint DLP to work based on users/group in policy.

@vsarawanan Following this post, as we have a similar need. All of our PCs have the exact same configuration. Except for a select group of users, or if we must, the PCs these folks are likely to use, they must be disallowed from further web categories and likely some custom indicators.
