You can visit https://speech.microsoft.com/customvoice and there is a "Apply Now" button for the service. You can find the pricing here: https://azure.microsoft.com/en-us/pricing/details/cognitive-services/speech-services/. Please select a region that supports Custom Neural Voice to see the pricing (e.g. UK South).
