SP2016 on-prem AAM redirect to HTTPS

In older versions of SharePoint we could redirect calls to a site to use HTTPS by using Alternate Access Maps. In the new version SP2016 this is no longer working.

I have tried installing a rewrite module in IIS but, it is not working either.

I am using ADFS authentication, so I created the Web App in the Default zone with SSL and Host Headers to use ADFS. I then created an extended app to use the Hostname on port 80 for NTLM authentication, to allow crawling of the site. Using MS recommendations from: https://technet.microsoft.com/en-us/library/cc262350(v=office.16).aspx

I can access the site using HTTPS and login with ADFS no problem. I require a redirect from HTTP to HTTPS for when users, working internally, just enter www.domain.com.

Externally ADFS v4.0 WAP is able to do the redirect.

Why not just send all users through WAP instead? That way the experience is consistent. It's what I typically do.
