Hi,
If this is not the right community, please let me know, I have some integration questions regarding Office 365 Telephony and Digital Assistants
I have questions like
Can we do our own Speech To Text (for foreign languages) ?
Can we assign a phone number to a chatbot ?
Can the chatbot transfer the call to another phonenumber ?
Can we do our own Text To Speech (again for foreign languages) ?
I hope you can point me in the right direction

Haven't done it myself, but technically this seems feasible. What you're looking for appears to be a custom IVR solution, in which case you can refer to the flow here: https://azure.microsoft.com/en-in/solutions/architecture/interactive-voice-response-bot/

I see Skype as the entry point in this architecture, is that equivalent to the Office365 telephony solution ?
