My outlook rule doesn't work
Hi all,
When create rule on outlook, the bellow sentence appear and I cannot create rule.
"The operation failed because of a registry or installation problem. Restart Outlook and try again. If the problem persists, reinstall."
Please help me to solve this. Thanks.

I was able to fix this issue by deleting duplicated rules associated with old emails (Display names).
The only method to achieve this is by going into the user's Outlook Web App (OWA) and delete duplicate rules. Some users have to change their Outlook or GAL display names and that old email will corrupt the Rules structure.
Outlook Web App (OWA) > Settings > Options > Inbox and sweep rules

There is a simple fix for this and you can ignore everything below. patch has nothing to do with that and that's why I love Microsoft. Go to http://outlook.office365.com/owa and login with your outlook credentials.
Step 1. go to settings
Step 2. Select Options. If Option is not visible, type it in the search box below settings and select message option. Option will now be visible on the left
Step 3. Select Inbox and Sweep Rules
Step 4. Click and Delete all rules with number (1) (2) etc.,
The problem is that you have too much duplicate rules
Step 5 Save and exit.
Step 6. Close Outlook, wait a few second and reopen.
Now check the rules in your inbox.

How long does it take to fix something which wasn't actually broken???
Yes this is a new problem so let me advise as a non technical answer to Microsoft - undo what you broke, simple!!!

Same problem here. I installed 2019 hoping it would fix the problem and it did for a brief time but it must have updated at some point and the problem returned. Apparently it has been fixed (https://support.office.com/en-us/article/outlook-error-the-operation-failed-when-selecting-manage-rules-alerts-64b6ff77-98c2-4564-9cbf-25bd8e17fb8b) but I'm a little concerned that the link above doesn't mention OL 2019. This problem is extremely annoying and time consuming since I have come to rely heavily on my dozens of rules to triage my incoming email. Any fixes for 2019?

This is a known issue after November updates of MS Office.
As per this article :- The-operation-failed-when-selecting-manage-rules-alerts. Just check the Office Version Go to File > Office Account.
The issue may occur after installing the following subscription updates and subsequent versions:

Thanks for your sharing. Do you mean I should change my email address with a new one? If so, it's not convenience because I use this email for many years to work with many people. Do you know any other solution? Please advice. Thanks.
No, no need to change your address. You just need to wait for a fix. If you can't wait, you can disable updates, set a reminder to check for updates in 30 days then go back a build. Right click on the Start menu and choose Command Prompt (Admin) then copy and paste this line in the command prompt.

Until its fixed, there are two solutions: manage rules using outlook on the web. You'll lose any client side rules though. If that is not acceptable, solution #2 is to revert to the previous version (which Microsoft does not recommend.)
