Thanks for your sharing. Do you mean I should change my email address with a new one? If so, it's not convenience because I use this email for many years to work with many people. Do you know any other solution? Please advice. Thanks.

No, no need to change your address. You just need to wait for a fix. If you can't wait, you can disable updates, set a reminder to check for updates in 30 days then go back a build. Right click on the Start menu and choose Command Prompt (Admin) then copy and paste this line in the command prompt.
"C:\Program Files\Common Files\microsoft shared\ClickToRun\officec2rclient.exe" /update user updatetoversion=16.0.11001.20108
If you are using a work computer and can't go back, you are stuck with managing rules in Outlook on the web (if the problem account is on Exchange) but may lose any client side rules.

As a workaround, you can manage rules in Outlook Web Access (OWA). If you use Outlook Web Access to edit the rules, please avoid running Manage Rules & Alerts... in Outlook or the error will return.
