Goodstack-Validated Nonprofit Rejected After Forced Resubmission — No Escalation Path
I am posting this because Microsoft Elevate frontline support told me there are no further escalation paths available, and I believe this may affect other nonprofits. Timeline of facts: - June 19, 2026: Goodstack, Microsoft's authorized validation partner, confirmed our nonprofit (Opera Verace Foundation, EIN 33-2305878, California 501(c)(3)) was approved for Microsoft nonprofit grants and discounts. - June 23, 2026: Microsoft Elevate support informed me the original application was in an unrecoverable system error state due to an unrecoverable error in their system, and they instructed me to resubmit under a different email address. I only had one email directed to my business email and asked if I could use a Yahoo email. - June 30, 2026: The same Elevate representative confirmed in email to me that using a Yahoo email address as a temporary workaround was fully supported and "the correct and supported path forward." - July 2026: A different Microsoft Validation Team (not the one I had worked with originally) rejected the resubmission (likely due to use of a yahoo.com email as my business email address) and demanded documents not listed in the published eligibility requirements, including a bank statement. They stated the original Goodstack approval cannot be reinstated. - When I pointed out that Goodstack's validation was never rescinded, that my organization's nonprofit status can be confirmed on propublica online, and that the resubmission existed solely due to Microsoft's own system error and instructions, I was told this was a determination of another team and no further escalation paths exist. The core issue: Goodstack validated our organization on Microsoft's behalf. Microsoft's own system error forced resubmission. Microsoft's own representative authorized the (incorrect) workaround in writing. The Validation Team is now treating the workaround submission as a brand new independent submission requiring extraordinary measures for re-validation, ignoring the Goodstack validation, ignoring the request to check propublica, and ignoring the fact that thier reuest for additional documents is nowhere to be found in Microsoft's own document requirements in Microsoft's published nonprofit eligibility policies. Hello, We are seeking guidance on how to obtain a manual review of our Microsoft Nonprofit eligibility determination. Organization: Free Clinic of Rockingham County EIN: 56-2003143 Website: https://freeclinicrc.org We are a 501(c)(3) nonprofit organization and have already been successfully validated through TechSoup. We recently received the following determination from Microsoft: "While we acknowledge that you are a nonprofit, we were unable to confirm your organization's mission or its alignment with our program requirements." Our mission, which is published on our website, is: "It is the mission of the Free Clinic to recognize the right of low-income, uninsured citizens of Rockingham & Caswell County to have access to health care that compassionately meets their basic medical and pharmacy needs." https://freeclinicrc.org We provide healthcare services to low-income and uninsured individuals and believe our charitable activities align with Microsoft's published nonprofit mission criteria, including relief of poverty and improvement of social welfare. The nonprofit portal only displays the declined status, and the chatbot redirects us without providing an escalation path. Can a Microsoft moderator or nonprofit support representative advise: How to request a manual eligibility review? Whether additional documentation can be submitted? The appropriate contact for nonprofit eligibility escalations? We would be happy to provide our IRS determination letter, Form 990, patient eligibility guidelines, annual reports, or any other documentation needed. I am so sorry if this is duplicated, but everywhere I turn, the information is different. Currently, we have the following and number of licenses for each: (3) Business Premium expire 10/1/2025 (4) Power Automate with an expiration of n/a (4) Nonprofit portal expire 4/20/2033 (5) 365 E1 with expire of 4/24/26 As for Power Automate and Nonprofit Portal, I think there is no change to those (although I have no idea what they are). Tech Soup is saying that https://cloud.techsoup.org/product/?id=325C813E-15C3-4995-837F-B18F00828ED1 is $1 per month per license, but I read in other venues that there are 10 donated. Microsoft hosts our email. We have 3 email addresses are used for both email and One Drive. We have another 2 that are desktop locations that really do not use email but use One Drive and we have 1 that we only use as an email for a specific project. This means we have 6 email addresses, as some are in 1 license group and not the other. I am so confused. I don't understand why we have both Business Premium and 365 E1. And why there are some email addresses are in both but not all. Because 365 E1 does not expire until 4/24/26, does that mean I do not have to do anything until next April for those email addresses that are listed in this category. But would need to change for the email addresses in Business Premium, even though some are in both? After getting the final approval notice from Microsoft, I noticed that the login to the nonprofit portal ends with the domain "MyCompany1.onmicrosoft.com" but our existing tenant with all our licenses is "MyCompnay.onmicrosoft.com". In order for our existing tenant "MyCompany.onmicrosoft.com" to be able to purchase nonprofit licenses does a merge or transfer of some kind need to take place? Just a heads up that if you are approaching a renewal of your Azure grant, things have changed in the past 6 months, and you need intervention from Support to apply that renewal credit to your existing billing. The email you'll get from 'Microsoft Azure' (after approval) makes that clear -- and it is not a self-service within Azure Admin. The "approval notice" for a renewal that shows up in the Nonprofit Portal does not explain any of this, and in general the existing documentation is out of date. Msft began phasing out the Sponsorship Portal (and, in parallel, subscriptions under the older MOSP agreement) last December, in favor of a newer platform. To apply your renewal to the existing subscription, Support told me they first need to convert your subscription to the new platform, then apply the grant. I think it will appear as "Azure credits" in various places in the Azure Admin center -- and my guess is you might not see the new grant reflected in the balance shown in the older Sponsorship Portal. If you need to do this, you might get frustrated trying to file a support request in Azure Admin, but the response to my request sent via Nonprofit Support was prompt and helpful. I wanted to personally share an opportunity for yourself, colleagues, or members of your community to attend our Open Creating Cultures of Accountability 3- Part Training Series! Led by the California Conference for Equality and Justice adult education team, this 3 session training will take place in-person at our office in Long Beach on Tuesdays September 10, 17, and 24. This 3-session training series will support participants in creating a productive, trust-building culture of conflict and accountability. By exploring individual and organizational patterns around communication, conflict norms, and how harm is handled, participants will create an essential foundation to support deeper future engagement with each other. Session 1: Understanding Communication (3 hours) In this session, participants will identify how they communicate with one another on a daily basis, and how that may change or stay the same when they are experiencing powerful emotions. Participants will practice communicating about how they experience and show emotions at work in an honest way that also uplifts boundaries and consent. Participants will also reflect on the ways that their identities impact how they express their emotions and understand the emotions of others. Session 2: Leaning into Conflict (3 hours) In this session, participants will explore a needs-based framework of conflict and use it to understand what drives conflict at work. Participants will also reflect on the barriers to engaging directly and honestly in conflict with each other, such as organizational policies or unofficial norms, challenging power dynamics and different relationships to privilege and systemic oppression. Lastly, participants will explore a range of tools to use to use conflict to build trust and strengthen relationships. Session 3: Calling in Harm (3 hours) In this third session, participants will engage in building a culture of accountability when identity-based conflict & harm occurs. Participants will reflect on articulating their values, feelings, & needs to better map out options for responding in real time when harm happens in community. Through common scenarios, participants will practice naming & responding in ways that promote accountability, relational equity, & inclusion for all.
