HUGE PROBLEM: Windows 11 booting to black screen with cursor
I have a Dell Vostro with a 8th gen i7 and a Geforce MX130 and ever since I installed Windows 11 insider build I have come across issues. One HUGE one being that when I try to turn on my PC to log into windows, the log in screen shows as just black. I press enter... nothing. I try CRL+ALT+DEL... nothing. Just a black screen with a cursor.
Only the projection and accessibility settings work (proving that I am stuck on the log in screen), but those do not help.
I had to reset my PC MUTIPLE times just to log in so I could at least backup. Not sure what is happening. I cannot even revert back to windows 10 (have to use USB).
Please help.

Step by step:
-Starting Window 11 normal, At black screen with cursor, do nothing, waiting for long (about 1-1.5 hour) to login normal
-On Dell website, download BIOS lastest firmware (current: 2.17) for DELL Vostro 4851 to harddisk
-Install BIOS lastest firmware, restart to continue update BIOS firmware
-Slow boot, black screen problem solved
After the BIOS firmware is updated, the problem is solved. If still hangs black screen. Repeat the above steps to update the firmware again. On my laptop, I installed two times, problem solved.

just wanted to post this up here in case it my help someone who searched so hard for an an answer and perhaps spent a few hours googling and trying different solutions.
Working on a Dell Vostro 5581 laptop running Windows 11
Had the standard problem pretty much as described - starting up to black screen with only cursor and after an hour or hour and a half things would finally appear as normal. Tried numerous solutions to no avail.
Did not have "Intel Integrated Sensor Solution" in my device manager, but realized I was getting close.
Finally, in Device Manager I disabled under Sensors all 5 instances of "HID Sensor Collection V2" and rebooted and everything has been fine since then
Really hope this helps even one person

coastaleddie - Thanks for the idea. I had the exact same problem on my Surfacebook. Even went as far as doing a restore, keeping files, with no joy. I booted into Safe Mode (after a full power-off, hold SHIFT, then turn on the PC. Choose troubleshoot and startup modes, or something like that...), went into Device Manager and I had 2 "HID Sensor Collection V2" devices listed. I disabled them both, then did a restart and that fixed my problem. I guess that controls sensors on the device, so not sure how that will negatively affect me, but I don't use many sensors anyway, and I would prefer to actually SEE my screen, so I'll take that over the sensors.

I'm still waiting on the fix for a Dell Inspiron 14 5000 model for the same issues. For now, I'll just leave the "Intel Integrated Sensor Soultion" driver disabled.

- pyraxCopper ContributorI have the same problem, 5-8 minutes to fully system load and functionality on two computers! 1-2 minutes on a black screen with a cursor. I don't have Intel Integrated Sensor Hub Driver on both pcs and the problem is still on both, someone please help
- pyraxCopper ContributorI read in some thread that one dude has the same problem in work on every PC, the problem was a Kaspersky software, they update programs and the problem is solved. Same on my machines (i have Kaspersky internet security) i updated the KIS and my PC now run normally!

I have a Dell Vostro 5581 which has similar specs to yours. It already had all the latest Dell drivers installed through Dell Update/SupportAssist including most importantly the June 2020 Intel Integrated Sensor Hub Driver which supports both Windows 10/11.
I just installed Windows 11 as an upgrade over Windows 10 using a mounted ISO using the latest (as of 22 Nov 2021) released Win11_English_x64v1.iso file. I encountered the same problem as you. This is not a Windows Insider build - I am just posting my solution here as yours was the first post I found when searching for a solution, so hopefully others will find it too.Building on some of the suggestions in the replies above, I fixed the issue by :-
Forcing the laptop into the recovery menu (pressing the power button to turn on, then immediately holding the power button until it turned off again multiple times over)
Booted to Safe Mode.
As the Start menu does not respond to the mouse/keyboard - Press Ctrl-Alt-Del and select Task Manager from the popup
Select File-Run new task and type devmgmt.msc - I cannot recall if the check box for [ ] Create this task with administrative privileges was available in safe mode but if it is there, check it
Expand System Devices
Scroll down and DISABLE "Intel Integrated Sensor Solution"
Reboot
The laptop should function normally now.
(If you have done a clean install of Windows 11, you will now need to go to the Dell Support web site for your model and download the Intel Integrated Sensor Hub Driver and install it. )
Open Device Manager again
Expand System Devices
Scroll down and UPDATE DRIVERS for "Intel Integrated Sensor Solution"
Select -> Browse my computer for drivers
Select -> Let me pick from a list of available drivers on my computer
The list showed two drivers for "compatible hardware" with the currently selected one being the incompatible "Intel(R) Integrated Sensor Solution"
Select the "Intel(R) Integrated Sensor Hub - 9DFC" driver (yours may have a different alphanumeric extension)
Apply the change
Reboot
All should be functioning normally with the Sensor Hub no longer disabled in the Device Manager.
The root of the issue seems to be that the installation is picking an incompatible generic driver for the Sensor Hub in preference to the Dell specific one, even when both are available on the system.

I have followed the suggestions what you suggested and it did help me to come out of the problem. Now with the Disabled "Intel(R) Integrated Sensor Solution" my system getting booted normally and working. Now I want to understand the implication of keeping this in the disabled mode? will that be ok? What way this can impact the system.
I have downloaded and install the "Intel Integrated Sensor Hub Driver". however when trying to active the same back as you suggested, but I am finding the old driver only. Not the newly installed driver to update.

I'm getting the issue after a clean install on a Dell Vostro. Only option at the moment is disable Intel Iss in device manager and hope it doesn't get renabled

The Intel Integrated Sensor Hub driver is the issue. Many have suggsted to go into safe mode and disable the device, however I was unable to log in.
My solution was to boot into recovery with command promt and use the dism tool to remove the driver.
The steps are as follows (as I remember them):
1: Boot into safemode with command prompt
2: Check where your c:\ is mounted up. (run diskpart, notepad or whatever) - mine was c:, so thats why I'm using it as an exsample below. Yours may be a different drive letter
3: Run the command: dism /image:c:\ /get-driver > c:\get-driver.txt
I'm writing it to a file since it was too long for the command prompt history.
4: Open the file with notepad
5: Search for ISH.inf - check what it is renamed to. In my case it was oem7.inf
6: Run the command: dism /image:c:\ /remove-driver /driver:oem7.inf

Yesterday, I upgraded from W10 to W11 22H2 (proposed by Windows Update, build 22621.382) and I also ran into this black screen after the upgrade.
I could see and move the mouse pointer, Windows-P worked, but that's all. No way to log in, and power-cycling didn't solve this (normal power-off didn't work).
For the record: I encountered this issue on a Lenovo X1 tablet 3rd-gen.
Using a USB installation key to enter safe mode and running the DISM commands to list the drivers (note that it is not /get-driver but /get-drivers) and remove the ISH oemxxxx.inf file solved this issue for me.
Afterwards, the Lenovo System Update Tool proposed a new driver version for the "Intel(R) Integrated Sensor Solution" (version 3.1.0.3821,) with Windows11 compatibility as main improvement, and all is well again.
EDIT: everything is not well, as a few hours later, the screen was mostly black after a wake-up from sleep: the clock was displayed, as were the power and wifi icons in the lower-right corner, but the background was black and no way to log on; neither using a fingerprint nor using a password. Also no way to interact with the power and wifi icons, and normal power-off didn't work.
I ended up disabling one of the two HID Sensor Collection V2 devices (the one that has difficulties reacting to disable requests) and now it seems to be ok.
But this thread started a year ago. How can it be that today's W11 installer is still having this issue?

You forcefully shut down the computer during boot two or three times so windows will start automatic repair where you can access safemode to troubleshoot issues.
If you are unsure about exactly which steps:
Google: "windows 11 safe mode" - the articles there have step by step guides with pictures.
- viand451Copper ContributorHave the same problem, dell vostro 5481 (14 inch). Fist time after update, second - after fresh install. Win11 work fine before installing video driver from intel. After that works normaly only in safe mode. Hope dell and intel will fix it soon.

I think I got a clue,
I installed clean windows 11,
I did not establish an internet connection and did not install windows update.I installed the drivers manually from the dell site, (I only downloaded the drivers for the video cards from their site, which is compatible with windows 11)
The problem starts when I install the Intel Integrated Sensor Hub Driver for hardware ID pci/ven_8086&dev_9dfc&subsys_08a71028&rev_30.
Most likely the problem will be fixed when the driver set is updated.
Before I came to this conclusion, I had the same problem in the scenario where I installed the drivers directly via windows update (Intel Sensor Hub) with windows update turned on.
