Hi,

Yes you set a group that are allowed to create Office 365 groups, that will allow only those group members to create Teams.

Who should be able to create channels in a Team can be set per Teams by the Team owner, if only owners should be able to create channels of if Members are allowed to create channels too.

One important thing here: the people in that security group need to have an Azure AD Premium P1 license
