Receiving Cell Call while in Teams Meetings

I thought a meeting used to go on hold if I picked up a call on my cell phone.  Regular call, not a Teams call.  Now it doesn't.  Instead, if I pick up a call on my cell phone while in a meeting, the meeting continues.  If I mute the audio on the meeting speakers, the cell will not pick up.  I've had to leave the meeting, take the call (because work is demanding and I can't let emergent issues go), then try to get back onto the meeting.  That assumes the other folks on the meeting will add me in.  Not to mention, trying to work around it usually ends up with me slow enough that the caller drops the call.  

Is this a Teams app setting?  Whether mobile and/or desktop?  Or is this an admin setting?  Wondering if an over-aggressive IT admin has locked a feature.  Or is this the result of a recent change?
