How to enable the call icon for specific members

I have managed to make a policy to allow people to call
does this take long to kick in?
Also Is it possible to allow only a number of users to only be the ones that can voice call to others? So the recipients cant make calls to each other. And block video call?

I have seen policy changes take up to 24 hours to propagate. I would check periodically over that time by signing out and back into Teams
If you only wanted to allow certain people to call you would assign different policies - I.e. off in the global default and on in a custom policy. It would be interesting to me to see if this works and achieves the required result. However I am unsure whether this would prevent users from calling completely. It would be good to find out.
AFAIK it's impossible to block video call - but video is turned off by default for meetings and when joining a call
