This was a confirmed Microsoft issue affecting Copilot Draft in classic Outlook Version 2605, not a licensing, registry, or installation problem. Microsoft applied a service-side fix on May 27, 2026, so fully close and restart Outlook; if updates were disabled after rolling back, select File > Office Account > Update Options > Enable Updates, update Office, then restart Outlook again.
