Is there no way to allow people to comment on my word document?

The “review-only” feature in Enterprise or Business environments only (Microsoft 365 for organizations), while not available for personal accounts, please try:
• Protect the document for comments only (Desktop Word):
In Word, go to Review > Restrict Editing > Allow only this type of editing in the document > Comments. This locks the document so others can only add comments, not make direct edits.
• Use “Can edit” with Track Changes enforced:
Share with “Can edit,” then turn on Track Changes before sending. Ask readers to keep it on. They’ll technically be able to edit, but you’ll see all changes as suggestions.

That's very frustrating and really dumb. There was no good reason to lock that feature behind 365 for organizations. The method you described is much less convenient for ongoing documents. Nearly every other writing program has a 'comment only' feature but Microsoft Word.
