Requirements to transact with indirect CSP in another region
Hi,
We're a direct CSP partner in Europe and the CEE regions and we mainly transact in Business Applications (BC, FO and CRM). We've started getting more business in Latin America and until now we've handled it the old-fashionde way, with on-prem licensing, hosting on Azure VMs etc.
We're exploring how to move away from this in this region and sell SaaS Biz Apps through CSP. I'm trying to understand the requirements to work with an indirect provider in this region, and mainly - is there any Microsoft requirement that we have a legal entity in that same region (Latin America)? Or we can transact with them through the same entities in Europe that have the direct CSP relationship?

- Nick_BeacroftIron ContributorAs Martijn confirm. to be the CSP partner selling the licenses you would have to establish a local business presence.
However, I do not believe there is anything preventing you from agree business terms with a CSP in the appropriate region, where they establish the relationship with the customer and sell the licenses.
Of course they would receive all the associated recognition, incentives, solution partner points etc. And the license review, presumable less a suitable return to you for introducing the business. - MartijnElfersBronze Contributor
1. Transacting in a CSP region (CSP global markets - Partner Center | Microsoft Learn) does require you to have a legal entity in that same region. And you will only be able to transact in that same region. LATAM has different CSP regions, eg. Brazil is a standalone region. Having an office there, means you can only transact in Brazil. That's the first thing.
2. Secondly you would also require a PartnerLocation ID in that region and enroll the ID for CSP program. This ID can be part of your current PartnerGlobal ID based in Europe. Manage locations in your partner account | Microsoft Learn
3. You'll also need a tenant associated to that PartnerLocation ID in the same region.
4. When you have your office, PartnerLocation ID and tenant up and running, than you can start the enrollment. Enroll for Reseller, login with your Global Admin of the LATAM tenant and select the CSP program: Introduction (microsoft.com). Not 100% sure, but you might only be able to enroller as Reseller, and not as Direct in a new region. So you might require to find a CSP Provider in the region.
CSP is indeed region bound, based on the customer tenant location. If the customer tenant is located in Europe, but the customer also has offices in LATAM, then you can easily provide CSP licenses to the tenant in Europe while LATAM users utilize the services. Just note any potential latency issues. But you can't provide CSP licenses via your Europe Partner ID, while the customer tenant is outside the Europe region.

My situation is as follows:
We are a multinational company operating in various European countries and in the United States. I work in the Italian branch, which is a Tier 1 CSP partner. Our counterpart in the United States is also part of the same multinational group and operates as a Tier 2 CSP partner.In Italy, we have a customer based in the United States who needs to purchase Microsoft subscriptions. Our intention is to invoice/sell the licenses directly to the U.S.-based customer from Italy, by purchasing them from our U.S. sister company, which would then provision the licenses into the customer's U.S. tenant.
I would like to know whether this scenario is compliant with Microsoft’s CSP policies.
