What you are asking is not allowed, Licenses for a customer needs to be procured from the same CSP Market region they are in.
The partner's company location determines their market so they have to procure and resell to the customer from the market where they are authorized in. So for the customer in the US, they have to be billed by their US sister company who are authorized to resell in the US. The Italian branch cannot "sell" i.e. invoice the US customer as that is out of their market.

As Martijn confirm. to be the CSP partner selling the licenses you would have to establish a local business presence.
However, I do not believe there is anything preventing you from agree business terms with a CSP in the appropriate region, where they establish the relationship with the customer and sell the licenses.
Of course they would receive all the associated recognition, incentives, solution partner points etc. And the license review, presumable less a suitable return to you for introducing the business.
