Requirements to transact with indirect CSP in another region

What you are asking is not allowed, Licenses for a customer needs to be procured from the same CSP Market region they are in.
The partner's company location determines their market so they have to procure and resell to the customer from the market where they are authorized in. So for the customer in the US, they have to be billed by their US sister company who are authorized to resell in the US. The Italian branch cannot "sell" i.e. invoice the US customer as that is out of their market.

1. Transacting in a CSP region (CSP global markets - Partner Center | Microsoft Learn) does require you to have a legal entity in that same region. And you will only be able to transact in that same region. LATAM has different CSP regions, eg. Brazil is a standalone region. Having an office there, means you can only transact in Brazil. That's the first thing.
2. Secondly you would also require a PartnerLocation ID in that region and enroll the ID for CSP program. This ID can be part of your current PartnerGlobal ID based in Europe. Manage locations in your partner account | Microsoft Learn
3. You'll also need a tenant associated to that PartnerLocation ID in the same region.
4. When you have your office, PartnerLocation ID and tenant up and running, than you can start the enrollment. Enroll for Reseller, login with your Global Admin of the LATAM tenant and select the CSP program: Introduction (microsoft.com). Not 100% sure, but you might only be able to enroller as Reseller, and not as Direct in a new region. So you might require to find a CSP Provider in the region.
CSP is indeed region bound, based on the customer tenant location. If the customer tenant is located in Europe, but the customer also has offices in LATAM, then you can easily provide CSP licenses to the tenant in Europe while LATAM users utilize the services. Just note any potential latency issues. But you can't provide CSP licenses via your Europe Partner ID, while the customer tenant is outside the Europe region.
My situation is as follows:
We are a multinational company operating in various European countries and in the United States. I work in the Italian branch, which is a Tier 1 CSP partner. Our counterpart in the United States is also part of the same multinational group and operates as a Tier 2 CSP partner.In Italy, we have a customer based in the United States who needs to purchase Microsoft subscriptions. Our intention is to invoice/sell the licenses directly to the U.S.-based customer from Italy, by purchasing them from our U.S. sister company, which would then provision the licenses into the customer's U.S. tenant.
I would like to know whether this scenario is compliant with Microsoft’s CSP policies.
