Requirements to transact with indirect CSP in another region

What you are asking is not allowed, Licenses for a customer needs to be procured from the same CSP Market region they are in.
The partner's company location determines their market so they have to procure and resell to the customer from the market where they are authorized in. So for the customer in the US, they have to be billed by their US sister company who are authorized to resell in the US. The Italian branch cannot "sell" i.e. invoice the US customer as that is out of their market.

My situation is as follows:
We are a multinational company operating in various European countries and in the United States. I work in the Italian branch, which is a Tier 1 CSP partner. Our counterpart in the United States is also part of the same multinational group and operates as a Tier 2 CSP partner.
In Italy, we have a customer based in the United States who needs to purchase Microsoft subscriptions. Our intention is to invoice/sell the licenses directly to the U.S.-based customer from Italy, by purchasing them from our U.S. sister company, which would then provision the licenses into the customer's U.S. tenant.
I would like to know whether this scenario is compliant with Microsoft’s CSP policies.
