Blocking Group Creation

I followed the process in Manage who can Create Groups, but after creating the group and adding a test user to the group, they still cannot create a group. Oddly enough, I am a global admin in O365 and it is not letting me create groups either. What am I missing?

Am assuming you are trying to restrict the creation of Teams only to certain individuals within the org.

Thats what the directions in the link in my post were saying to do. And also like I said in my post, it didnt work. Next....

Cool. Have long have you waited since creating it? Changes in Azure AD can take up to 24 hours to propagate
Do you have an Azure AD P1 License assigned?

Found the issue. Turns out that you have to create the security group in Azure AD and not on the on prem AD, even if you use AD Sync.

 

The other oddity, and I have a feeling it is a MS bug, is that even though I am a global admin for O365 and Azure AD, I had to add myself to the group.
