How to enable 'Never Combine taskbar buttons'. Windows 11 ?

I have 22H2 for many computers in Windows10, and I have all the features of Windows10.
Unfortunately, Windows11 was designed differently, Security was considered (as the highest priority, ) and this resulted in the removal of many useful functionalities, I will add that for this reason many people still remained with Win10 - which currently works Great.
Certainly, Microsoft should better explain the reasons for the changes, but it is the security that is the reason for our frustration (not minimalism).

I can't see how dropping this functionality could possibly be due to a security concern. If it were a security concern, it would need to be deployed on Windows 10 too.
The vast majority of users globally remain on Windows 10 (or earlier!).

I think Windows12 -> will have this feature!
I don't expect windows11 changes to the taskbar!
Over a year of writing opinions on this subject - > it is a waste of time!

Win11, has been prepared to install applications on Android, it is a completely different working system than Windows10,
