How to enable 'Never Combine taskbar buttons'. Windows 11 ?

Microsoft employees are helpful and responsive, but most often it concerns the Blog, which is why it was my idea to create a new Blog space.

When referring to MS, it is not the employees in general that are of concern. It is those that signed off on this abomination of no never combine.
The grunts just have to do what they are told in not engaging. There is an old saying "The Fish Stinks from the Head" and it is true in MS as it is everywhere else.
