SharePoint allert
How is it possible to advise anyone on a groups about a file that it’s modified or to ask him to open it?
Is it the email the right tools?

Have you considered a Flow?
- No I don’t. But what will happen if we cooperate in 10 people on that file? I could request the feedback from different people. What do you think. So it could be interesting that with right button on the file could have a request feedback from or allert to
Not sure to understand what you want to achieve...
Anyway, a Flow gives you a lot of possibilities: IMHO it is the most flexible tool you can use OOTB.
