SharePoint allert
How is it possible to advise anyone on a groups about a file that it’s modified or to ask him to open it? Is it the email the right tools? Any other idea?

No I don’t. But what will happen if we cooperate in 10 people on that file? I could request the feedback from different people. What do you think. So it could be interesting that with right button on the file could have a request feedback from or allert to

Not sure to understand what you want to achieve...
Anyway, a Flow gives you a lot of possibilities: IMHO it is the most flexible tool you can use OOTB.

If you want, you can trigger a Flow when a condition is satisfied.
Which is the condition for alerting a member and not the others?

I think you're looking for Flow's basic approval workflow. Open up Flow, look for template Flows, and find one for SharePoint approvals. I think the template is built for a List trigger, but you'll be able to change it to a Document Library.
