Teams Administrator configure call Presenter

That's a meeting-level setting and is controlled by organizers (or any other presenters). An admin can configure the meeting policy to set the default value for "who can present", as detailed here: https://docs.microsoft.com/en-us/microsoftteams/meeting-policies-in-teams-general#designated-presenter-role-mode
