you can easily do it with OneDrive, since you can sync it with folders on your computer.
Instead, a Team channel is tied to SharePoint which is online only but you could put the Excel on OneDrive and share the link to the file in Teams. Obviously, the Excel file visibility must be granted to the channel members themselves. It's a bit complicated to handle if the channel's members changes frequently.
