Access all teams without adding user in all teams

Hi,

I am implementing business flow where I need to access all teams and create task in planner board in each team.

I do not want to add service account in each team, since it can be removed by team owner. Also for safety purpose do not want to give teams admin role.

Is there any way to access all teams and planner board without explicitly adding user in team?
