Hello Microsoft Partner Compliance / Verification team, We are a legitimate and established software development company incorporated in the Qatar Financial Centre (QFC) in September 2022. We hold a valid software development license and operate as a real business with a corporate office, an established website, and a portfolio of software products that can be reviewed on our website. Our company is fully identifiable through its corporate and registration information. We are actively developing and distributing our software products and have a genuine business need for the Microsoft Partner Center Hardware program. We are trying to enroll in the Microsoft Partner Center Hardware program because our software products require Windows driver signing. We have already obtained an EV code signing certificate in preparation for this process. As part of the Partner Center enrollment and verification process, our company was successfully identified using its D-U-N-S number, with the corresponding company information listed in the D&B database. Our enrollment request was immediately blocked with the following message: “Microsoft runs on trust. We engage in a rigorous set of evaluation and certification processes; as a result your request was blocked. If you require further information please reach out to Microsoft Support…” Given the information available about our company and its legitimate business activities, it is absolutely unclear to us why the enrollment request was blocked. In particular, we were not asked to provide any supporting documentation or clarification before the enrollment was blocked, so we were not given an opportunity to address any specific concern that may have arisen during the evaluation. As instructed in the enrollment message, we contacted Microsoft Support. We were provided with troubleshooting recommendations, which we followed, but the enrollment remained blocked with the same result. Microsoft Support subsequently confirmed that the Trust-related block remained in place and that our access could not be reactivated at that time. We then sent follow-up questions asking what specifically had caused the issue and whether there was anything we could provide or correct. We did not receive a further response or any notification confirming that the case had been closed. Following Microsoft's troubleshooting recommendations, we subsequently repeated the enrollment. Unfortunately, the same Trust-related block occurred again. We are also currently unable to obtain further assistance through Partner Center Support. When we try to submit a support request concerning the Hardware enrollment issue, the portal returns: “There is a problem submitting your request, try again!”. We tried multiple times over the course of about a week, using different browsers, but received the same error message each time. This leaves us without a clear path to understand or resolve the issue. We fully understand and respect Microsoft's need to conduct appropriate trust, compliance, and verification checks. However, as a legitimate licensed software company with an established business presence, identifiable corporate operations, a portfolio of products, and a genuine need for the Hardware program, we would very much like to understand what specifically is preventing our enrollment. Could a Microsoft Community Manager please help route this matter to the appropriate Partner Vetting / Trust & Safety or Hardware enrollment team for manual review? If there is a specific concern, requirement, or verification issue affecting our company, we are fully prepared to provide the relevant documentation and clarification. We would simply appreciate the opportunity to understand what needs to be addressed rather than having our enrollment blocked without any specific information being provided to us. We are not asking Microsoft to bypass its verification requirements. We are asking for a fair opportunity to complete the verification process and address any concerns that may have resulted in the Trust evaluation decision. Our Microsoft AI Cloud Partner Program enrollment (İNFRASPRO BİLGİ TEKNOLOJİLERİ TİCARET LİMİTED ŞİRKETİ) has been stuck since 25 Aug 2026. Verification Summary shows Contact = Verified, Identity = In Progress, Business = In Progress (Microsoft Action). The "Action required" banner persists on Legal Info, and clicking "go here" only opens the Verification Summary page — no "Resolve/Start" or "Get verified here" action ever renders under Identity verification for the primary contact (mailto:email address removed for privacy reasons), who holds Global Admin + Compliance Admin. There is no self-service path to obtain or present a verified credential. Support ticket TrackingID#2609020040003471 has gone unanswered for over a week. Requesting a Community Manager to escalate this to the Partner Vetting / Trust & Safety team for manual review and re-issuance of the identity vetting request. Our Partner (MAICPP) verification completed successfully on 31 Aug 2026 — contact, identity (Verified ID) and business all Verified (Partner ID 7113511, DIGITAL QAZAQSTAN LTD, UK company no. 17178943). The Developer/seller verification for the same legal entity (Seller ID 94611890) is closed as "Rejected — no appeals available", stuck at "Employment Verification — Pending Partner Action" with an estimated date of 06.09.2026 still showing. No verification email or action request was ever received at the primary contact (monitored, junk folder included), and the closed page shows no Fix now / appeal / upload control. Root cause we identified: the seller profile contained an outdated registered address. It has been corrected and now matches Companies House exactly (Office 393, Unit 5, 399-405 Oxford Street, Mayfair, London W1C 2BU). Business verification documents show "Provided". A fully prepared transactable professional service offer is blocked from publication only by this verification. We are stuck in a loop that Microsoft support is not fixing, and each closure comes with the exact same copy-paste line, no diagnostic detail, no path forward. Legal Info shows Vetting Status: Rejected, no Fix Now button anywhere on the page (screenshot 1). Verification Summary returns "Program Not Found — No current profile found for this program" (screenshot 2). Tax and Program pages are inaccessible from the same account. This is an existing account with two live Azure Marketplace offers already published, not a fresh signup. We have submitted four separate appeals. All four were closed with the same templated response, word for word: Ticket 2608130040002080: "We've reviewed your appeal for verification. Based on the information you have provided to date, we have determined that your organization does not currently meet the requirements to pass verification. We have closed your application. If you decide to reapply, please review the information at https://aka.ms/CSPVerification and http://aka.ms/PartnerVerification to ensure you meet the latest requirements." Ticket 2608140040001403: "We've reviewed your appeal for verification. Based on the information you have provided to date, we have determined that your organization does not currently meet the requirements to pass verification. We have closed your application." Ticket 2608190040002484: "We've reviewed your appeal for verification. Based on the information you have provided to date, we have determined that your organization does not currently meet the requirements to pass verification. We have closed your application. If you decide to reapply, please review the information at https://aka.ms/CSPVerification and http://aka.ms/PartnerVerification to ensure you meet the latest requirements." Not one of these responses names a single missing document, a single mismatched field, or a single requirement we have failed to meet. "The information you have provided" is never specified. There is no Fix Now button to submit anything against, and Verification Summary does not even acknowledge the program exists. We are being asked to "reapply" against a process that gives no indication of what to change. Four appeals, four identical form letters, zero actionable detail. This is not a verification process, it is a wall. We need someone from Vetting Operations to state plainly what specifically is failing on this legal entity, or to escalate this out of the templated-response queue entirely. Our legal entity vetting in Partner Center is Rejected, Sub-Status dplVerification, Reason BusinessDpl. There is no Fix Now option for this sub-status. The Verification Summary page returns "Program Not Found." The Tax and Program pages are both inaccessible. Our Microsoft AI Cloud Partner Program registration also shows as deactivated. We have raised four support tickets with no resolution: 2607220040001822, 2607210040001506, 2608130040002080, 2608140040001403. Could a moderator confirm whether BusinessDpl requires review by the internal compliance team, and if so escalate this case to them? However our team do not have access and we have all individually requested access weeks ago with no luck. This is now blocking us delivering an Agent 365 MCI. I am trying to enroll in the Microsoft 365 and Copilot program to publish a Word add-in on AppSource. The enrollment is blocked with the "Microsoft runs on trust" message. It happened twice, on 7 August and 18 August 2026, with the same reference number — so the first block was apparently never cleared. Posting in case others have hit this, and hoping someone from the compliance team can advise. Our MCPP enrollment was rejected with the standard message - "your organization does not currently meet the requirements to pass verification. There are no appeals available, we have closed your application." No reason was given, and the Partner Center AI assistant could not retrieve one either. What makes this look like a stuck state rather than a decision: The pipeline halted at Identity Verification. Verification Started and Email Verification both completed. Identity Verification failed. Employment Verification and Business Verification were never reached. We were never prompted to complete identity verification - no email to the primary contact, and no in-product prompt, at any point before the rejection. No control to obtain or present a Verified Credential exists on the account. The documentation says you use a Resolve or "Get verified here through our trusted ID-verifier" link and then present the credential by scanning a QR code. We inspected the rendered page directly: none of those elements are present - not hidden by styling, not inside an iframe, not in shadow DOM. The Verification Summary is marked view-only. The path /organization/required-verification returns not-found on both the /dashboard/v2/ and /dashboard/account/v3/ routes. Our Verification Summary renders in the legacy layout (steps in a horizontal row), so the Supplemental Documents area from the updated experience does not exist for us either. There is no route to upload documents. Timing: submitted on a Saturday, rejected by Monday - across a weekend, against a documented 3-5 business day review. No document had been submitted, so there was nothing to review. Every input we can verify is consistent. Legal name, address and registration number match our formation documents and IRS letter exactly. The Entra ID user's display name, first name and last name match the Partner Center primary contact exactly. The primary contact is an individual work address on our own verified domain, not a free or group mailbox. The primary contact holds a valid, non-expired government ID matching the account name, with Microsoft Authenticator installed. Questions: Has anyone had a closed application reopened, and what actually worked? 2. Is there a way to have an account moved from the legacy Verification Summary to the updated experience? That alone would expose both the Verified Credential control and the document upload area. 3. Where the identity verification request appears never to have been issued, is re-issuing it something support can do - or does it strictly require a new application? 4. If reapplying is the only path, does the rejection attach to the submission or to the tenant? We have a full Microsoft 365 environment and a verified domain on this tenant and need to know before doing anything. A support case is open. Hello Partner Compliance team, I'd like to request an escalation to the Partner Vetting team. Our company enrollment in the Developer program is stuck at Business Verification. Identity and Employment both passed. We submitted our official incorporation record on 27 July under "Formation documents". The Resolve panel still shows the document as submitted successfully, but the five business day review window has passed with no result and no request for a new document. We have one submission attempt left. What makes this odd: an EV code signing certificate for the same legal entity is already registered and Active on this same account, issued by Sectigo and validated on 22 July. Their EV organizational validation covered legal existence, operational address and authorized signatories. So the same company appears verified on one part of the account and unverifiable on another. Two further points: Our hardware program enrollment shows as Active, but the hardware dashboard returns an access error saying the account is deactivated. I cannot raise an in portal support request either. The Workspace dropdown comes up empty, which leaves Problem type and Review solutions disabled. Our account type is Company, but the Legal Info page has no legal business name field. The only identifier for the legal entity is the VAT ID, and that field does not keep what I enter. I type our tax number, save, get no validation error, and the field is empty again when I reopen it. If the automated check reads VAT ID, it may be matching against nothing. Could someone look at the pending submission and let me know which data point is failing? I would rather not spend the last attempt guessing.
