Please check this feature 'Allow respondents to save their responses'. It may be helpful in your case.

DingkunXie Whilst that is a valid point. We'd still prefer the submitters to receive an email to confirm we have received their response. Thank you though.

Another possible way is by using Power Automate flow -
1. sending response to excel https://learn.microsoft.com/en-us/power-automate/forms/popular-scenarios?tabs=classic-designer#add-form-responses-to-an-excel-worksheet
2. sending emails to people in the excel worksheet - https://powerusers.microsoft.com/t5/Power-Apps-Community-Blog/Power-Automate-Flow-Sending-emails-to-list-of-people-in-the/ba-p/1189517

It needs to go to the person who submitted the Form and because they are external/outside the organisation they are automatically filling in the form as 'anonymous.'
