Create QR Code for Microsoft Authenticator Work or School Account Recovery

Microsoft Authenticator allows users to backup and recover their MFA codes, but for work or school accounts requires additional verification. The final step mentions that an administrator will provide the QR code to re-enable these Work or School accounts, but I am at a loss as to how an admin is supposed to get or make this code. To be clear, I am asking how to get the QR code mentioned under Action Required (see Screenshot)
