The issue is less about one missing report and more about an operating model that permits too many unique permissions. Use sites or libraries as the main security boundaries, assign access through Microsoft 365 or Entra groups, minimize item-level sharing, and define approved link types. Add a scheduled access-review process using available sharing reports and scripted or third-party inventory where required. Treat remediation as an information-architecture and governance exercise, not only a reporting task. These steps are a great starting point.
