In my Sharepoint list i have 3 columns and these columns are of datatype choices. I want to restrict the user to change column 3 when Column1 or Column2 are empty.

I believe there is no OOTB solution available for your problem. We can add conditional column but it will not work with your custom status choice column.
You can use Microsoft Power App to set such conditions easily with Low Code - No Code.
