Pushing important info to end users auto-magically and contextually

One of the challenges I hear from SharePoint Administrators / Intranet Managers all the time is:
We put important information out there in our document library for our users, but they just don't seem to pay attention or know about it. We email them, put it in the newsletter, etc and still they complain that we never told them. It's frustrating! How do we 'push' info to them when they need it and get verification that they saw it?

That's a very valid concern that I have heard way too many times. Following video shows a possible solution to how you can push the info to them contextually And get verification that they saw it. Any others you guys can think of?
