enforce unique value with the item permission issue!!

Dear All Experts,

My requirement is

1. some columns need to have a unique value.

2. only users who created that item can see/edit their own item and the others can't see/edit it.

3. the approver can access the link of the list item that the user sends the approval request to.

I tried this, I'm turn on the versioning history and select "only users who can approve items". It works for No.1 & No.2 but the approver can't access the link.

On the second try, I turn off the versioning then I edit on item-level permission instead. It works for No. 2 & No.3

 Is there have any way to achieve this requirement?
