I would gather the PartnerGlobal ID, tenant ID, tracking ID, legal business registration, domain ownership proof, and screenshots of the denial, then request manual review through Partner Center support. Ask support to clarify whether the denial is identity, business verification, domain, risk signal, or documentation related.
