If your partner profile has been rejected in the verification process you can appeal the deision.
Follow these steps

I provided my receipt for my domain purchase from GoDaddy. Actually I failed to get approval for the employment verification the first time and the issue turned out to be that my receipt didn't exactly match the name of my new company. The domain name I wanted to use was already taken. I solved the problem by purchasing another year for my domain through GoDaddy, but this time I made sure everything matched EXACTLY with my Partner Center profile.
