How to appeal a rejected partner profile in the verification process

ALL:

There seems to be an actual backend error, screenshot attached which explains why these steps are not responsive. Screenshot attached, thus these steps won't work until MS fixes up the portal. 

I suspect if you can't get the upload document steps you have the same issue/error here
