Error message: unable to validate your 'Create new GDAP relationship'

Hi Folks,
I just tested it ten minutes ago (March 11th, 2025), and that was a problem with the VPN service. Once I disabled the VPN (temporarily for 10 min) and refreshed the browser, the system processed requests and I now added my two other customer tenants into multiple GDAPs.
I am having the exact same issue. I've tried changing browsers, tried disabling adblockers and privacy settings. I've tried different networks. I keep getting the same error.
My coworker doesn't have any issues they can make all the requests and relationship assignments they want.
I read on another forum that the issue could be connected to a user in the tenant not having MFA (potentially as specific as not having the Microsoft Authenticator app). Apparently Microsoft does random audits and can lock this down because the tenant doesn't meet security requirements. Which frankly I think is a little overboard, there are times when accounts exist but are unable to use MFA and instead we have to rely on other security measures.
I wish Microsoft wasn't so cryptic about why the error is occurring. They say to reach out with the error code but it's not like they ever reply to support requests.
We've been having this problem for years, Microsoft has no clue how to fix it despite multiple tickets opened via the Partner channel. They think you must be using a VPN or you're working from a remote site or that it is a browser problem. I can consistently replicate the problem in both Edge and Chrome, incognito doesn't help nor does clearing the cache and everything else.
