Enable it in Outlook via the File > option > Add-ins, OneNote Notes about Outlook Items in the COM add-in, and finally make sure to log in to each platform with the same Microsoft account and check the data synchronization on the web.
The "New" Outlook has not "File".
The "New" Outlook does not support COM add-ins.
