Calendar Time Zone not sync in the default working hours

I don't know what the default is of having a Time zone on the calendar. But for I expected when I have two time Zone for example is Sydney and Manila. My default Time Zone is Sydney. When I set my working hours in 9:00 am to 5:00 pm in Sydney time. I expect the Manila time zone will set in the 6:00 am to 2:30 pm. But is not it set on the same time in Sydney which is relevant to have. I don't know what Microsoft plan to have this in the first place. But it much more make sense if the time will correct depend on the timezone.
