Unable to switch to developer preview in MS Teams

I am trying to turn on developer preview in Microsoft Teams so I can test some new features. However, I am unable to do so using my personal account.

I have 'allow custom app uploads' permission on my teams app and can see a button to upload custom packages.

Do I need to purchase a subscription to be able to turn on developer preview?
