Forwarding a meeting does not change the organizer, who in turn is the user that will receive any responses from the room itself. So i'd wager it's by design.
- Yes, unfortunally. I think this is something Microsoft has to change as the user that want's to book the room will never know if the room accepted or declined. The only solution to this as I can see now is to let all users have read access to the rooms calendar.
