540p on 1080p screen means 540 pixel videos on a 1080 pixel screen refers to the resolution of the video call. As a general rule the higher the resolution the higher the bandwidth. Now, groups calls because they have more people on them will be higher bandwidth than peer-to-peer or 1:1 video calls.

Changing to 60fps will require more bandwidth than 30fps because the video stream doubles the frame rate, resulting in smoother playback but higher data usage. For instance, a 1.2 Mbps HD 720p stream at 30fps might need closer to 1.8-2 Mbps for 60fps, depending on compression efficiency.
As for "540p videos on a 1080p screen," the video resolution (540p) is being upscaled to fit the higher resolution of a 1080p display. While the video plays at a larger size, the quality may not match true 1080p due to the lower original resolution.
