Sharing shift list to the whole organization

I have created several Teams in my organization, where each owner should be able to make a shift list for their team. Thus far I have succeeded. But I want all shift lists to be visible for everyone in the organization. I was suprised to not find any option for this. I can share to whole team, but then it only shares to my team (Reception).
I can of course make the shift list in the team where all are included, but that doesn't seem to be how shifts is meant to be used. Plus, I want the team leader in each team to receive and handle the requests of changing shifts etc.
I have admin access, but haven't found any fix in the settings.
Experts, please advise.
