Signing in gets stuck for my work account

I can sign in and use Teams with my personal account without any issues. However, when I try to sign in with my work account, it gets stuck: The error message: Request Id: 3b2d9150-dc97-4de8-a...

    Thank you for the reminder. I have just realized that I forgot to include my web experience.

    Nothing happens when I click "Sign in". This is consistent. I have just tried it again.

      Do you have a tenant in Microsoft 365 with your work account?

      Do you have a Teams license?

        I guess I have neither. I do not even know what a tenant means in this context.

        There is a related issue. Let me describe it here, but not to seek a solution. 

        When I click "Go to Partner Center"

        I get the following error consistently:

        BTW, there is a delay in displaying my posts here. In other words, my reply will not be displayed for a few hours after I post it.  I will not post any new questions on this forum, though I will continue to follow the two questions that I have already posted here. The delay of 3 or 4 hours is too much.
